The FIGC have officially announced several reforms to the squad regulations that Serie A clubs must follow.

Serie A squads will now select a squad of 25 players with four home-grown in Italy, and a further four home-grown in the club’s respective youth academy.

Under 21 players are not required to be listed, meaning a club can have as many as they like in and around match-day squads, on the basis that most of these are Italian anyway.

Clubs will have the same number of players arriving from outside the EU, but they will now be unable to sign a player and loan them abroad to free up one of these spaces.

A new non-EU player can only replace an old one if they have held a professional contract for three years (since 2012).

On the academy front, non-EU youth players must now have spent four years in the country with their parents and for non-footballing reasons, before they can be registered.
November 21 - Following the election of Carlo Tavecchio, who came to power using racist rhetoric which has earned him a six-month UEFA ban, the Italian Football Federation (FIGC) has acted to implement his core election agenda item, passing new regulations limiting the number of foreign players in Italy, especially those from countries outside the EU.

Serie A squads will be limited to 25 players (not counting under 21 players), four of whom have to have grown up in Italy and four of whom have to be products of their club's academy.

An academy player from a non-EU nation can only be registered if he is already resident in the country, if he has come to Italy with his parents for non-sporting reasons and been in school for at least four years.

A new non-EU player can only be brought in to replace another if he has already held a professional contract for at least three years and the practice of freeing up places by loaning foreign players abroad is no longer allowed.

According to the FIGC these rules were approved unanimously (if we don't count the Players' Association and the Coaches' Associations) and they are aimed at "seeking financial sustainability of clubs with consequent investment in national academies."

The rules are similar to the rules that UEFA has for Champions League squads. The main effect is likely to be to cut Italian Serie A clubs off from African and South American youngsters and to complicate the business of building top-class teams.

Italian clubs have generally thrived best with a combination of home-grown and foreign talent. One only has to think of AC Milan of the late eighties and early nineties which combined the talents of Gullit, Rijkaard and Van Basten with those of Maldini and Baresi. And AC were playing in a superb league which included the likes of Diego Maradona and Careca at Napoli and Matthaus, Klinsmann and Brehme at Inter .

In recent times players from outside the EU such as Johnnier Montano (Colombia), Ibrahima Mbaye (Senegal), Alexandre Pato (Brazil), Asamoah Gyan (Ghana) Sulley Muntari (Ghana), Cristian Daniel Ledesma (Argentina), Adriano (Brazil), Stephan Appiah (Ghana) and Alexis Sanchez (Chile) have joined Italian clubs in their teens, enriching Italian club football and playing for their countries.

Now Serie A clubs will be forced to promote academy players to the first team, regardless of their ability or keep them on the books because they are home grown.

Serie A president Maurizio Beretta welcomed the changes saying: "These reforms are very important because they will enhance Italian football, our youth players and our grass roots system.

"They have been in the air for many years. But we need time to put them in place and make them work. You can't expect results from one day to the next."

Critics suggest that by distorting the market, Italian clubs could end up spending more money to buy in foreign players, as they have to pick them up later in their careers.

Whether the changes, which take effect in 2016, will have any positive effects at all remains to be seen – whilst the likelihood of Serie A clubs continuing to struggle in European competition in the short term seems high.

Rules regarding Non-EU Players in Italy
The situation in Italy is more complex and some Italian clubs are laboring under confusion in regards to the rules of recruiting the players who don’t have the European citizenship. According to the common belief, the clubs can sign two non-EU players from foreign clubs every year and the Serie A sides are trying to push that limit to ‘3’.

The most crucial step is to define what is meant by “European Citizenship”. In Italian transfer market, any player possessing a passport issued by a country belonging to the European Union or the European Economic Area (It refers to EU and Iceland, Norway and Liechtenstein) is considered a “European” player. In addition, Switzerland is also considered a European country by Italian football though it is not included in either of the aforementioned associations. The players who do not meet the aforementioned criteria are considered as non-EU players.

The rules in regards to signing non-EU players are different in four professional levels of Italian football. Lega Pro sides from both divisions might not be entitled to purchase any non-EU player. In Serie B, every team is allowed to buy non-EU players from another Italian club of all levels.

The detailed set of rules for Serie A is as follows (as per summer 2013):

If any Serie A side had none or only one non-EU player in the list on 30th June, 2013, it is allowed to sign non-EU players from foreign clubs till the limit of three is not crossed, without any kind of restriction.

If anySerie A club has in its rooster two non-EU players on June 30, 2013, it is entitled to purchase one more non-EU player form an offshore club without any kind of restriction till the limit of three is not crossed. Moreover, the club can recruit another additional non-EU player from a foreign club if the newly purchased can take place of a non-EU player by fulfilling at least, one of the following three conditions:

  • The replaced player has been sold out to a foreign club
  • The replaced player’s contract ended on June 30, 2013.
  • The replaced player got his European citizenship after 1st February, 2013.
If any Serie A side has three or more non-EU players in their list on 30th June, 2013, the club is allowed to purchase two non-EU players from offshore clubs, if both of the newly recruited can replace a non-EU player by fulfilling any of the following three conditions:

  • The replaced player has been sold to a foreign club
  • The replaced player’s contract ended on June 30, 2013 (This condition is applicable to any one of the replaced players).
  • The replaced player received European citizenship after 1st February, 2013
Serie A teams are eligible to sign non-EU players from the Italian transfer market without facing any restriction. The non-EU players who have been signed during the summer transfer drive may not be put on sale until the opening of the next transfer window.

Every Serie A rule applies to only full transfers and not to loans. If a player is farmed out on a loan, even to a foreign side, he will still be counted as the non-EU player.

Finding players who can play on the wing and as a centre-forward would be good for us, as we’re quite short up front."
