Former chief executive of the FA, Ian Watmore, set out the brutal truth for a House of Commons Select Committee inquiry into the governance of football - or the distinct lack of it, more like.
He said: 'Most of what I was trying to do either hit the buffers, got stuck, or was just impossible to do. With almost everything I saw cul-de-sacs,' which is still a dead end, whatever language he uses. Watmore walked away in frustration and disgust after a mere 10 months, but not without identifying the main reason why the FA and the international team are dogged with such inertia.
The fault was not with the Capellos or Terrys of the world. He laid the blame on the meddling of the Premier League clubs who have representatives on the FA board, stifling any concerns but their own, England included.
As Watmore pointed out: 'It's very hard to have a sensible discussion around a boardroom about football finance when the chief executive of Manchester United, David Gill, is one of those board members and his house is being daubed in green and gold by fans who oppose the Glazer ownership.'
The Premier League chairman, Sir Dave Richards, and Phil Gartside, chairman of Bolton Wanderers, also sit on this FA board. Why? They have already rejected any moves to reduce the size of the Premier League. They have blocked proposals for a winter break. It seems they are predominantly there to put the brakes on any constructive effort to help the England team.
'They weren't doing their best for the FA,' said Watmore. 'They were doing their best for whatever other organisations they came from - and to make sure the FA don't do anything they don't like.'
