Joker is completely right... He told the press that his plan was to blow up a hospital, so they didn't panic and they evacuated all the hospitals and handled the situation perfectly. But as soon as he says, "I have the mayor hostage and he's going to die" everyone loses it and they don't know what to do, so they resort to Batman, someone they originally perceived as a criminal street thug. "They need you right now, but when they don't, they'll cast you out" And what happens after the Dark Knight, after the threat is eliminated? They blame Batman for Harvey's death and he becomes Most Wanted, until Bane's uprising and nuke threat happens and they need Batman again, so they worshipped him as their savior and depended on him again, and the endless cycle continued. Batman faked his death at the end of TDKR because he knows that the city can't keep depending on some masked vigilante forever, and that the city can go on by themselves now that the main threats were eliminated (R'as Al Ghul, Joker, and Bane). My point is, Joker pretty much predicted the plot of the rest of this movie and it's sequel in one scene alone.
