To the friends and allies of Republic of Macedonia,
Republic Of Macedonia is a one of the founding members of the United Nations and a signatory to the Charter of the United Nations, the Universal declaration of human rights and fundamental freedoms, the International Covenant of human rights and its Optional protocols.
Republic of Macedonia is the only state that declared and gained its independence from the former SFR Yugoslavia without bloodshed while advocating peace and stability during the violent wars which occurred in the other states in the region.
Following the violent break-up of the SFR Yugoslavia the Republic of Macedonia continued to be the promoter of peace and stability, good-neighborly relations, without prejudice or discrimination, in the Balkan region to date and continues to do so, providing safe heavens for refugees and displaced persons.
The Republic of Macedonia is continuing to promote peace, security, stability and prosperity, not only on a regional scale, but on a global scale, contributing troops and personnel to the United Nations peace-keeping operations.
The Republic of Macedonia is and aspirant for full membership to NATO and a candidate for full membership to EU and involved in the NATO and EU peace-keeping operations in Bosnia and Herzegovina, Afghanistan and Iraq with a total of 4% of its standing professional army, without preconditions or prerequisites, without being full fledged member of the said organizations.
The Republic of Macedonia while applying for membership to the United Nations was faced with an opposition by a neighboring country, Greece, on the issue of its Constitutional name, falsely accused to have territorial pretenses towards Greece, which led to a change of the Constitution by the Macedonian Parliament, change of its country’s official flag and was accepted as a member to the UN under a provisional name, pending resolution to the difference that has arisen over the name, an occurrence never witnessed before in the history of the United Nations and in direct violation of the Charter of the United Nations, Universal declaration of human rights and fundamental freedoms, the International Covenant of human rights and its Optional protocols and the International law. The Republic of Macedonia, in the spirit of cooperation signed the Interim Accord to actively engaged in negotiations with Greece under the auspices of the good offices of the Secretary general of the United nations and his Special Envoy, agreeing not to engage in conduct violating the Interim Accord and the relevant SC resolutions, whereas Greece agreed not to impede the Macedonia’s future membership in organizations which Greece is already a member, fully abiding by the relevant SC resolutions and the said Accord.
In the meantime, the Republic of Macedonia sought membership to many organizations, among which the EU and NATO, gaining candidate status for the EU and fulfilling the criteria for full membership to NATO.
While doing so, the Republic of Macedonia accepted some of the proposed solutions by the UN Special Envoy, clearly stating that it can not accept a name different than its Constitutional name for international organizations, proposing a mutually acceptable and agreeable solution, the double name formula, allowing Greece to call it by a different name and retaining the Constitutional name for all purposes within the international fora. Many proposals were set forth and many were rejected by Greece, never moving the process ahead with Greece’s unconstructiveness.
Yet, despite the binding obligations by the Interim Accord, Greece threatens to veto the application of the Republic of Macedonia to NATO and EU, even under the provisional name as set forth in the Interim Accord and the SC resolution 817 (1993).
The veto threat is in direct violation of the said Accord and the relevant SC resolutions. It is a show of might over right, and contrary to good-neighborly relations, cooperation, despite the full support of the membership by all other NATO member states.
A bilateral issue that should be dealt with and resolved between the two countries under the auspices of the United Nations is becoming a major set back to NATO, and all it stands for, violating the basic principles it was founded upon. It makes a mockery of the spirit of NATO and its Charter.
Today, more than 120 states have diplomatic relations with the Republic of Macedonia under its Constitutional name. Many more are ready to do so, feeling that the name issue is a bilateral issue and should be dealt with as such.
However, despite the overwhelming majority of United Nations member states which recognize the Republic of Macedonia under its Constitutional name never once had Macedonia asked for a formal recognition of the name in the United Nations, in order to keep the good-neighborly relations with Greece and settle the issue once and for all. Never once had the Republic of Macedonia asked the four members of the P-5 of the Security Council to prepare a resolution on her behalf for a formal recognition of its Constitutional name and thus rectifying the wrong done upon her and to the United Nations, its Charter and relevant international instruments and laws.
Yet, the veto threat still looms above its head as the Damocles’ sword unless she agrees on a permanent name change, as Greece wills it and with a name Greece chooses.
Never in the history of mankind has one state decided over a name of another state. No state has the right to do so.
Yet it is the today’s reality.
Still, the Republic of Macedonia offers dialogue, offered a declarations reaffirming the good-neighborly relations with Greece, reiterating that she has no territorial or other pretenses toward Greece.
A Declaration fully rejected by Greece.
United States and many countries, among which many members of NATO and EU has already recognized Republic of Macedonia under its Constitutional name.
They support the application for NATO membership.
Yet the pressure is only on the tiny Balkan republic. By and large, it is a pressure undeserved and uncalled for.
Maybe our allies and friends, namely USA, should transfer that pressure to the unyielding party, to Greece, to change its attitude and open itself for dialogue without threats.
Maybe it is a time for a different approach.
True friends search for all options in order to help.
One of them is countering the threat made by Greece to veto the membership of Macedonia to NATO by another threat.
The Republic of Macedonia stands ready to talk and discuss. Is Greece prepared to do so?
Maybe a resolution by the Security Council re-admitting Republic of Macedonia to the United Nations under its Constitutional name, recognized by US, UK, China and the Russian Federation (four of the SC P-5) is in order.
Such a resolution is not hard to prepare and submit for consideration.
Especially by a friend and ally.
This is a friendly call to the allies of Macedonia. Counter the threat of veto by a resolution and rectify and amend the wrong done to Macedonia or at least tell Greece that others can play hard and be unyielding.
If that happens, we believe that Greece will withdraw the threat, NATO will not be embarrassed and its principles violated. Nor will be EU.
And they stand for democracy, stability and cooperation.
The talks will resume, under the facilitation of the UN Special Envoy until a mutually agreeable solution can be found, agreeable for both parties.
Following is a proposed resolution, to be considered and submitted on behalf of the Republic of Macedonia by her friends and allies in the struggle for promoting peace and stability, prosperity, cooperation and good-neighborly relations between all countries and peoples in the world.

The Security Council,
Having re-examined the application for admission to the United Nations in document S/25147,
Noting that the applicant fulfils the criteria for membership in the United Nations laid down in Article 4 of the Charter,
Noting that the difference that has arisen over the name of the State is a bilateral issue and does not pose a threat to the maintenance of peaceful and good-neighbourly relations in the region or to the regional or international security,
- Recommends to the General Assembly that the State whose application is contained in document S/25147 be admitted to membership in the United Nations, under its Constitutional name as "the Republic of Macedonia";
- Takes note that there is still a difference over the name between Greece and Republic of Macedonia;
- Takes note with appreciation of the willingness of Republic of Macedonia to continue the dialogue with Greece to find solution on the difference over the name;
- Requests both parties to work toward settlement of this bilateral issue while maintaining good-neighbourly relations.
