The Canadian government on Friday reaffirmed its Arctic claims, saying it will defend its northern territories and waters after Russia earlier announced plans to militarize the North. "Canada is an Arctic power," Catherine Loubier, a spokeswoman for Foreign Affairs Minister Lawrence Cannon, said in an email to AFP. "The government is engaged in protecting the security of Canada and in exercising its sovereignty in the North, including Canadian waters," she said.

Loubier pointed to the planned acquisition of Arctic patrol vessels, construction of a deep water port and eavesdropping network in the region, annual military exercises and boosting the number Inuit Arctic rangers keeping on eye on goings-on along its northern frontier.

Earlier, Russia announced plans to turn the Arctic into its "leading strategic resource base" by 2020 and station troops there, documents showed, as nations race to stake a claim to the oil-rich region.

The country's strategy for the Arctic through 2020 -- adopted last year and now published on the national security council website -- says one of Russia's main goals for the region is to put troops in its Arctic zone "capable of ensuring military security."

Ако Канада стапи во војна со Русија, тоа значи дека НАТО стапува во војна со Русија. Последиците од една таква војна би биле страшни. И двете страни се свесни за тоа, и ќе остават на разнишаното меѓународно право да решава ваков спор. Така што, речиси е невозможно да има војна.

Vo sustina,Arktikot nikoj i ne go poseduva.Ima UN Dogovor od 1982 popoznat kako Law of the Sea potpisan od preku 150 zemji.Dogovorot utvrduva deka sekoja drzava koja ima izlez na Okeanot moze da prisvoi ne poveke od 230 milji vodno rastojani od bregot i se ona sto ima pod vodata na toj prostor.

Канада се труди дипломатски да го реши очигледниот проблем со Русија. Иако, Русија е премногу агресивна! Гледав на телевизија нешто, пред недела, две, два бомбардери веќе биле во воздушниот простор а дека планира и подморничка сила да смести во близина. За територија како Арктикот тоа е недозволиво! Мислам дека Канада амо испрати неколку авиони да се во близина, не направи ништо сериозно...
А Русиве си го бараат, што е за право:)

Canada will ‘not be bullied’ by Russia in Arctic interests: Cannon

MONTREAL -- Canada will not be bullied by the Russians in the Arctic, a tough-talking Foreign Affairs Minister Lawrence Cannon said Friday.

Responding to news reports the Kremlin is planning to create a dedicated military force to help protect its interests in the disputed Arctic region, Mr. Cannon said Canada will not back down from asserting its own sovereignty in the North.

It is one of the Conservative government’s four policy pillars in the region and that is not about to change regardless of what actions Russia or any other other government takes, he said.

“Let’s be perfectly clear here,” Mr. Cannon said at a news conference in Montreal. “Canada will not be bullied.

“Sovereignty is part of that [Northern policy]. We will not waiver from that objective. Sovereignty is uppermost for us, so we will not be swayed from that.”

Mr. Cannon said he intends to make Canada’s policy position “quite clear,” to the Russian foreign minister at the earliest opportunity -- possibly next week. He added he will make the same pitch when he meets with U.S. Secretary of State Hillary Clinton April 6 at a conference on Arctic and Antarctic issues.

Mr. Cannon’s blunt message followed media reports that Russia’s presidential Security Council has released a document outlining government policy for the Arctic that includes creating a special group of military forces.

The policy guidelines were signed by President Dmitry Medvedev last September, but only reported by Russian media Friday.

The Kremlin document was released as Russia, the United States, Canada and other Northern countries try to assert jurisdiction over the Arctic, which is believed to contain as much as 25 per cent of the world’s undiscovered oil and gas, Reuters reported.

Cannon was quick to react following a sweeping policy speech on Arctic sovereignty to Montreal’s Council on Foreign Relations gathered in a downtown hotel.

In his speech, Mr. Cannon insisted “our first duty as Canada’s national government is exercise, responsibly, Canada’s sovereign rights in the region.”

“Canada is an Arctic nation and an Arctic power,” he said. “The Arctic and North make up 40 per cent of our land mass. The Arctic and the North are part of our national identity.”

It’s a policy the Conservative government in Ottawa has been trying to apply ever since Prime Minister Stephen Harper campaigned in the 2005-06 election on a “use-it-or-lose-it,” platform when it comes to the Arctic.

Canada has not always been successful.

In February, for instance, Defence Minister Peter MacKay revealed two Canadian CF-18 fighter jets met at least one Russian bomber within 24 hours of U.S. President Barack Obama’s visit to Ottawa on Feb. 19 just outside of Canada’s Arctic airspace.

In August 2007, a Russian submersible brashly dropped a Russian flag on the Arctic seabed below the North Pole as a symbolic claim on a large patch of the Arctic.

Canada countered with a sweeping policy statement on the Arctic which includes the establishment of a Canadian Forces Arctic Training Centre. A new polar-class icebreaker is being being built -- the John G. Diefenbaker.

In his speech, Mr. Cannon also threw cold water on the idea that the Northwest Passage could one day be used by foreign nations, noting the Canadian Ice Service believes it will not be a reliable commercial shipping route for decades despite reports of melting ice.

In Ottawa, Harper’s spokesman, Kory Teneycke, said Canada would ensure its allies deliver a strong message to Moscow at next week’s 60th anniversary NATO summit.

“NATO’s partnership with Russia is important and Canada helps to shape this relationship based on our common interests, but at the same time ensuring that NATO does not hesitate to pass tough messages to Russia about our expectations on human rights, international law, including issues related to Arctic sovereignty and including issues related to Georgia,” said Mr. Teneycke.

NATO’s relations with Russia have been strained since the Kremlin sent troops into the neighbouring country of Georgia last summer.

Though NATO foreign ministers said earlier this month they want to restart relations with Russia, there will be no meeting of the NATO-Russia Council at next week’s summit.

“There are clearly some areas where Canada and other countries around the world have some concerns. We believe it’s important to express those concerns on issues when they occur, but to do it in a way that is clear, forceful, but also constructive,” said Mr. Teneycke.
