When choosing Processors, go for Core 2 Series. Be it Core 2 Duo , Core 2 Quad , Core 2 Extreme or Core i7 Nehalem. Either of these beats the AMD equivalent with ease.
As far as Video Cards are concerned, newer is not always better. Keep in mind that nVidia uses the following nomenclature :
GS = Lowest performance, entry level card
GT = Mainstream performance, a balance between price and performance
GTS = An improved version of GT , usually boosted by factory via memory clock or core clock.
GTX = The high end version of the GPU
Ultra = High end version boosted by factory, limited editions
For example the 8800 Series.
8800GS << 8800GT << 8800GTS << 8800GTX << 8800Ultra
Keep in mind that a 9600GT IS NOT better in terms of performance than a 8800GTS or 8800GTX, just because it is from 9xxx family.
When choosing the video card, look at the GS / GT / GTS / GTX and not the numerical family.
For Radeons, the same applies, with main cards from each family :

For example X1950Pro << X1950GT << X1950XTX
For Radeons, you need to look at the 4xxx series as they include DirectX 10.1 support for Vista and Shader Model 4.1, the latest in terms of technology.
My advice, get a CPU with 4MB of Cache LVL2 or more (8200 or better Core 2 Duo or if you plan on using Vista, a Core 2 Quad).
For WindowsXP , DO NOT get a Quad CPU as WindowsXP has a natural limitation for 2 real CPU cores (like the Core 2 Duo series and X2 Series).
For RAM , 2GB will suffice, WindowsXP 32Bits and Vista without SP1 can only address 3GB max, you have to apply SP1 for Vista or change to 64bit operating system to enjoy 3GB+ of RAM.
As for the Video card , i always go for ATI, and that's a 4850 or 4870 Radeon HD.
