KBR to Design and Build New Embassy Compound in Skopje, Macedonia
Improvements aimed at creating safer facility for the U.S. Department of State
HOUSTON –
Nov. 29, 2005 - KBR has been awarded, through a competitive procurement process, a contract by the United States Department of State to design and build a New Embassy Compound (NEC) in Skopje, Macedonia. When built, the NEC will consist of a new office building, support annex, utility building and compound access control facilities. These new facilities will be built with improved security measures in an effort to protect personnel and discourage assailants from nearing the facilities, lessening the damage in the event of an attack. KBR is the engineering, construction and services subsidiary of Halliburton (NYSE: HAL).
“This is an outstanding opportunity for KBR to continue supporting the Department of State (DoS) in its mission to provide modern, safe and secure facilities for its diplomats, employees and visitors,” said Bruce Stanski, executive vice president, KBR Government and Infrastructure. “This project will achieve goals we started with our highly successful security upgrades program in 1999.”
KBR’s participation with the DoS began with a competitively awarded contract in1999 to upgrade the security of U.S. embassies and consulates around the world, following the bombing of the U.S. embassies in Dar es Salaam, Tanzania, and Nairobi, Kenya.
The execution started with the design and construction rebuild project of the U.S. Embassy in Kabul, Afghanistan, and has led to this project in Macedonia.
The current plan for Skopje also calls for optional structures including a new office annex, a Marine Security Guard Quarters and a warehouse. Construction will begin early next year and is expected to be completed in just over two years.
KBR has had ongoing work in Macedonia for the U.S. Department of State for more than five years.
“As part of our effort to maximize local participation in our work, wherever we operate around the world, KBR has hired
and trained many Macedonians for past projects in this region,” Stanski added.
“We are excited to have the opportunity to continue building these relationships.”

The Bureau of Overseas Buildings Operations (OBO) manages the foreign buildings program worldwide for the Department of State. The OBO recently launched the largest building program in its history to provide safe, secure, and functional buildings for diplomatic and consular missions abroad.
Syska Hennessy Group served as the mechanical, electrical, plumbing and fire protection design engineers. The $50 million new embassy complex that will house US diplomatic functions in multiple buildings including a new office/administration building, general services offices and associated maintenance and warehouse facilities; perimeter compound security; vehicular and pedestrian access control facilities; parking; and Marine Security Guard quarters.
Applying knowledge from previous OBO projects, our engineers worked closely to reconcile the requirements of the International Building Code, the OBO Supplements and the SED Documents. Although the facility did not pursue LEED® certification, the project team designed to a pre-determined LEED® score sheet which emphasized resource conservation. Environmental security principles were also used in the design of the mechanical systems.
