"The Russian Foreign Ministry states the disappearance of conditions for maintaining a unilateral moratorium on the deployment of similar weapons and is authorized to declare that the Russian Federation no longer considers itself bound by the previously adopted self-imposed restrictions,"
According to the Ministry, the actions of Western countries are leading to the formation and buildup of "destabilizing missile capabilities in adjacent regions, posing a direct threat to Russia’s security." The Foreign Ministry emphasized that such developments could lead to harmful consequences for regional and global stability, including "dangerously escalating tensions" between nuclear powers. In response to the emerging threats, "compensatory military-technical measures" are required from Russia to ensure the maintenance of strategic balance.
"Decisions on the specific parameters of response measures will be made by the leadership of the Russian Federation based on interdepartmental analysis of the scale of the deployment of U.S. and other Western ground-based intermediate-range missiles, as well as the overall development of the situation in the field of international security and strategic stability," the statement concludes.
The Intermediate-Range Nuclear Forces (INF) Treaty was signed in 1987. The USSR and the United States, aiming to reduce international tensions, committed themselves to not produce or test ground-launched ballistic and cruise missiles with a range of 500 to 5,500 kilometers.
Between 1988 and 1991, the two countries destroyed a total of 2,692 intermediate- and shorter-range missiles, equipped with 4,000 warheads — 1,846 missiles were eliminated by the USSR, and 846 by the United States.
