I would like to resign from my position at UIST Ohrid effective today.
The unprofessional behavior of the management makes it hard for me to perform my duties in a fair way and to the best of my capabilities.
There are number of issues that need to be raised here that make me take this step:
(1) When i first arrived at UIST, I was shocked at the Rector, Mr. Blagoja Samakoski, of the university drunk and dancing with Assistants on a new year party. This sort of behavior from a university rector is highly unethical and disrespectful to the students, staff and the Macedonian society on the whole.
(2) The Rector of this university who owns a company, namely Mikrosam, comes one day in a week which I think speaks volume enough about the academic environment. Running a private company with no details on funding, revenue and talking repeatedly and incessantly about it in an academic environment doesn't increase the academic value or performance of the university. It is evident that the Rector has zero interest in the university affairs.
Two questions need to be asked regarding this private company. If the company is so successful as this Rector always claims,
(1) Why has he been working so many years in private University in Skope for a salary?
(2) Since he wants to help Macedonia and his own company is so successful, why is he asking for salary at UIST, Macedonia?

(3) Ladies and Gentlemen, I do not claim to build airplane machines but atleast i worked at decent institutions before. The rector of this university worked at American College, Skopje. The rector of this university is non-academic person with not a single publication on international level. Moreover, his way of performing duties which include wearing strange necklaces trying to be hip at an age well beyond 60, parking SUV directly in front of the building, coming with Ipad and iphone to show off at senate meetings etc. The list goes on and on. I guess the rector thinks we are individuals with an IQ of 20 who can be fooled by such small gadgets and trickery.
He has no academic experience, no professional experience of any level.
I question the academic integrity of this individual - I dare him to teach a single course on any area of Information Sciences or for that matter in any area of Science. He has zero credibility
(4) The salaries of university professors have never been paid on time. Sometimes the salaries are given 3-4 months late. The rector informed us at a senate meeting atlas twice that he will be traveling to Skopje to meet Education minister for salaries. Out of these 2 instances : Once I met the rector at a restaurant in which he was having lunch with unknown female and another time when he was organizing some advertisements for his company with some of the staff present.
These were sheer lies to all the Foreign faculty who do not understand Macedonian language and culture.
I discussed the situation with person working in Finance ministry that our salaries are not being paid on time. This person informs me that why salaries were not being paid : The university rector is asking for 2 salaries - One as a rector and another as university professor. I think concerning such accusations there should be public inquiry into working of management for this university.
In general, for anything that going wrong regarding funds and salaries, the Rector always states that Ministry of Education and Finance are to blame.
(5) Setting up meetings on Skype, mobile is not a way of organizing meetings. All meetings are organized at last moments depending on the availability of the rector. This is not a way of running academic institutions, it seems like running a small shop.
A typical Senate meeting with Rector speaking "Umm… Jovanka is pregnant. None of the woman notice that ! Ha Ha ha ! Anyhow she wouldn't come for a year or I am going to fire her since she is behaving badly. She is acting as a commissar of party with she being member of local party and her brother." Sorry, Jovanka for not having the courage to tell this person to shut up then and there. Anyhow, sorry for dragging your name into this again but this Rector says nasty things behind people's backs - Hardly an academic person i guess !
(6) Sycophancy of some staff in this university allied with the Rector, either out of fear or unknown reasons, makes it even worse academic environment.
(7) The mismanagement at this university has no limits. All the first year students were given laptops and at beginning of second year they were taken back. Then where have remaining laptops gone.
It is management's duty to make sure that there are enough lecture halls, equipment for labs not Professor's since they do not have any financial accounts. Anything that goes wrong, the Rector blames it on Ministry of Education and Ministry of Finance that they are issuing funds.
Rather than spending time on getting documents in place for foreign professors, getting salaries, arranging classrooms and equipment, the rector holds meetings with 1/2 hour lectures. On the day university started its semester for 2010, one of the Assistants and Foreign professors were looking to arrange for classrooms in the faculty of Tourism. Where was the management in this case ?
(8) The Rector claims to visit University of Bari to sign academic agreements. No work has been done on that proposal - Neither is University of Bari known for any academic achievements.
Why did we not sign agreements with University of Skopje which is closer to home? As you might suspect, the Rector has a free trip to Italy.
No body knows what happened to summer school from Microsoft ?
(9) Two of the professors namely Dr. Puigt and Dr. Mitrevski were given contracts. They signed the contracts in good faith and they were told contracts are renewed. In the last moments i don't know what transpired, but their contracts were not signed. When some of the students and these professors questioned this decision, they were threatened. The atmosphere of fear created by this management is intolerable for an academic institution.
(10) The rector of this university claims that USAID, Skopje is corrupt because when he went to get grants, USAID told him to come through Ministry of Education. Isn't that the proper channel to get grants ? Maybe not because it does not suit the Rector.
I wish the best for the students and university.
I think the management of this University should be sacked immediately with public audit of finances and expenditure. The management of this university has no credibility.
