In the Hanafî school of law, female circumcision is permissible within itself but not considered to be a Sunnah. (i.e. no religious virtue). (Shami Fatawaa Rahimiyyah, Page 261, Vol. 6)

It is considered a preferred act (Mandub) for women in the Maliki school of law. They rely upon the Hadith of Umm `Atiyyah for this ruling. ( Bulghah al-Salik li-Aqrab al-Masâlik and Ashal al-Madarik Sharh Irshad al-Salik)

In the Shaf’i school of law, circumcision is considered an obligation for both men and women.This is the official ruling of that school of thought. Some Shaf`i scholars express the view that circumcision is obligatory for men and merely Sunnah for women. ( al-Majmu`)

In the Hanbali school of law, circumcision is obligatory for men and merely an honorable thing for women. It is not obligatory for them. The Hanbali jurist Ibn Qudamah observes: This is the view of many people of knowledge. Imam Ahmad said that it is more emphatic for men. (al-Mughni (1/115))

C1.Imam Nawawi said (commenting on the hadith of Abu Hurayra in Muslim): "Circumcision is obligatory (wajib) according to al- Shafi`i and many of the scholars, sunna according to Malik and the majority of them. It is further, according to Shafi`i, equally obligatory for males and females.
C2. Nuh Keller's Translation of al-Misri's "Reliance of the Traveller" (Shafi`i school) p. 59: "Circumcision is obligatory (Sh. `Umar Barakat: for both men and women). For men it consists of removing the prepuce from the penis, and for women, removing the prepuce (bazr) of the clitoris (Keller: not the clitoris itself, as some mistakenly assert). (Sh. `Abd al-Wakil Durubi: Hanbalis hold that circumcision of women is not obligatory but sunna, while Hanafis consider it a mere courtesy to the husband.)"

Examination of all the texts on Islamic jurisprudence (fiqhi) shows that scholars have no
consensus on FGM/C. For example the four schools of thought express the following views:
• The Hanafi view is that it is a sunnah (optional act) for both females and males;
• Maliki hold the view that it is wajib (obligatory) for males and sunnah (optional) for
females;
• Shafi’i view it as wajib (obligatory) for both females and males;
• Hanbali have two opinions:
- it is wajib (obligatory) for both males and females
- it is wajib (obligatory) for males and makrumah (honourable) for females.
