Safeguard clause applies only to EU-17 states (2)
Quotas are in place for EU citizens applying for category B residence permits (valid for 5 years) which entitle holders to work in Switzerland for several years or an unlimited period, or work on a self-employed basis.
You can only take up employment in Switzerland if the quota has not been exhausted.
Quotas (under the safeguard clause) in place for citizens of EU-8 states expired on 30 April 2014. As of 1 June 2013, quotas have been applied to category B permits for workers from EU-17 states and will continue until 1 June 2014.

1) EU-8: Czech Republic, Estonia, Hungary, Latvia, Lithuania, Slovenia, Slovakia or Poland
2) EU-17: Austria, Belgium, Cyprus, Denmark, Finland, France, Germany, Great Britain, Greece, Ireland, Italy, Luxembourg, Malta, the Netherlands, Spain, Sweden or Portugal.
