Key Arab nations have pressured Palestinian leaders to quit peace talks with Israel and return to violence.
Delegates from 14 Arab nations meeting in Libya have failed to reach consensus on whether Palestinian leaders should proceed with US-brokered moves to resume peace talks with Israel.
Palestinians have reiterated their refusal to hold even indirect talks without a complete freeze on Jewish settlement construction in East Jerusalem and the West Bank.
It is a reversal of an agreement made earlier this month, two days before Israel announced plans for 1,600 new Jewish homes.
Syria and Libya have urged Palestinians to withdraw from the peace strategy and resume armed resistance against Israel, but the Palestinian president quickly rejected the idea.
Arab leaders have blamed the failure of the peace process on Israeli prime minister Benjamin Netanyahu.
The Israeli leader has accused the Palestinians of hardening their positions and showing no sign of moderation
