ConocoPhillips visits Venezuela to evaluate oil opportunities

HOUSTON, April 9 (Reuters) - ConocoPhillips (COP.N), opens new tab said on Thursday it is sending a small evaluation team to Venezuela this week to evaluate oil and gas opportunities.
The U.S. oil producer left the South American country in 2007 after its assets there were nationalized. The company is owed about $12 billion with interest following arbitration awards stemming from the expropriations. ConocoPhillips said it will evaluate potential new Venezuela investments as it works to collect what ‌it is owed.

Chevron agrees to asset swap in Venezuela to focus on heavy oil projects

CARACAS/HOUSTON, April 13 (Reuters) - Chevron (CVX.N), opens new tab signed two key agreements on Monday to expand ‌operations at Venezuela's vast Orinoco Belt, including an asset swap adding an extra heavy crude area to its main project while returning an offshore gas field and a small crude area, executives and officials said at an event.
The agreements are among the first big expansion deals since the U.S. launched a $100 billion reconstruction plan for Venezuela's energy sector fter capturing President Nicolas Maduro, and a sweeping reform of the country's main oil law was approved in January, encouraging foreign investment.
The pacts, expected to allow the U.S. major to boost crude output and participation at the OPEC country's main oil region, were signed by company executives led by Javier La Rosa, head of Chevron's Base Assets and Emerging Countries, and officials from state-owned company PDVSA in the presence of acting President Delcy Rodriguez.
The deals include the increase of Chevron's stake at one of its joint ventures with PDVSA in the Orinoco, Petroindependencia, to 49% from a previous 35.8%.
The company also agreed to relinquish two gas blocks that include the coveted Loran offshore field and its stake at a small oil project in western Venezuela, while receiving a new oil area, Ayacucho 8, as part of its existing Petropiar project also in the Orinoco, the company's largest.
The deals give Chevron, PDVSA's main ‌joint venture partner, a strong foot to expand heavy oil projects in the country amid expected increased competition with foreign companies.
Chevron's asset swap with PDVSA and its subsidiaries is "a mutually beneficial agreement, which will consolidate all parties' focus on strategic assets in the country," the company said in a release after the event.
Chevron executives said in January the firm could increase output in Venezuela by about 50% in the next two years within its existing footprint. The company's joint ventures with PDVSA are producing 260,000 barrels per day of crude, about a fourth of the country's total output.

The MOU signed on Wednesday also "formalized the launch of gas development at the Cocuina-Manakin field," a gas field that crosses the border between Trinidad and Tobago and Venezuela, Rodriguez's office said in a statement.
Cocuina, which on the Venezuelan side is part of the inactive Deltana Platform project, extends into Trinidad, where a BP subsidiary operates it as Block 5b.
Rodriguez's office said the agreement "represents a milestone for the national energy industry by reactivating the multinational’s presence in key areas of the Deltana Platform."
BP said in February it was seeking a license from the U.S. government to develop the Manakin-Cocuina gas field.
The company wants to develop the field to bring more than 1 trillion cubic feet of gas to Trinidad to convert into liquefied natural gas for export.

Venezuela's oil exports jump to highest since 2018, with more sales to US, India

May 1 (Reuters) - Venezuela's oil exports rose 14% to 1.23 million barrels per day in April, the highest ‌in more than seven years, fueled by more sales to the United States, India and Europe, shipping data and documents from state company PDVSA showed on Friday.
The South American country has been draining oil inventories and recovering crude output in recent months following the U.S. capture of President Nicolas Maduro in January, which led to a flagship supply pact between the governments of U.S. President Donald Trump and Venezuela's interim President Delcy Rodriguez.
The agreement, coupled with U.S. licenses easing sanctions on the country this year, has allowed PDVSA's joint-venture partners and trading houses including Vitol and Trafigura to receive cargoes from the state firm for sales to refiners in the U.S., Europe and Asia.
In April, a total of 66 vessels departed from Venezuelan waters, compared with 61 ships that carried 1.08 million bpd of crude and refined products in March, according to the data, based on tanker movements.
The April average is the highest monthly volume since late 2018, before U.S. sanctions were imposed on Venezuela's energy industry.

ALL OVER THE WORLD

The main destination of Venezuela's oil last month was the U.S. with some 445,000 bpd directly exported, above the 363,000 bpd of March. Exports to India rose to 374,000 bpd from 342,000 ‌bpd the previous month, while shipments to Europe increased to some 165,000 bpd from 144,000 bpd.
Some 187,000 bpd of Venezuelan crude and fuel went to storage terminals in the Caribbean for further sales.
The trading firms carried about 56% of total exports or 691,000 bpd, while U.S. company Chevron (CVX.N), opens new tab was responsible for 25% or 308,000 bpd, an increase from 267,000 bpd in March.
Indian refiner Reliance Industries (RELI.NS), opens new tab received a large crude cargo directly from PDVSA and bought several from the traders last month, the data showed.
Under the supply pact, Venezuela's oil exports have gained diversity while reaching more customers over recent months, a shift from limitations imposed by previous sanctions. The U.S. continues controlling the OPEC country's sale proceeds through Treasury Department-supervised accounts.

Sales to Reliance are set to continue growing this month, with at least three supertankers chartered by the Indian firm waiting to load at Venezuela's ports, according to LSEG ship monitoring data.
Venezuela also exported 360,000 metric tons of oil byproducts and petrochemicals in April, slightly below the 382,000 tons of the previous month; and imported some 141,000 bpd of naphtha versus 155,000 bpd in March.

US resumes commercial passenger air service to Venezuela after seven years

WASHINGTON/CARACAS, April 30 (Reuters) - U.S. passenger air service to Venezuela resumed on Thursday morning after seven years, with an American Airlines (AAL.O), opens new tab flight from Miami to Caracas.
American is resuming daily service to Venezuela, ‌offering flights on an Embraer 175 through Envoy, its wholly-owned regional subsidiary. It plans to add a second daily flight starting May 21. The first flight, which includes government officials and reporters, landed on Thursday afternoon.

U.S. Transportation Secretary Sean Duffy lifted a 2019 order in January that had barred U.S. airlines from flying to Venezuela, after President Donald Trump directed him to do so, and then in March approved American’s request for flights.

'ATTENTION FOR OUR PEOPLE'

“For Venezuela, it is a pleasure to receive these flights because they mean connectivity, which in turn means development, which means productivity, which means attention for the people in the world and attention for our own people," Venezuela's Transport Minister Jacqueline Faria said. She was speaking at a welcome event at Maiquetia airport near Caracas shortly before the flight landed, where she was accompanied by U.S. charge d'affaires John Barrett.

Faria added that Venezuela anticipates 100,000 passengers a year, roughly 7,200 to 8,000 per month, on the renewed flights.
“Today marks another historic ‌milestone in relations between the United States and Venezuela. We are witnessing the rebuilding of our economic ties, the reopening of Venezuela to global trade, and the recognition of our people — the people of both countries," Barrett said. "Today we are sending another clear signal to global markets that Venezuela is once again open for business.”
The Transportation Security Administration was in Caracas in March to review airport security procedures, a necessary step to resume flights. American announced plans to resume service ‍weeks after the U.S. military seized the country’s leader, Nicolas Maduro.
American, which started operating in Venezuela in 1987, was the largest U.S. airline in the country before it suspended its service in 2019 after the U.S. ban. It said the planned daily flights will provide opportunities for business, leisure and humanitarian travel.

The State Department lifted Venezuela from its “Do Not Travel” list for Americans in March, issuing a less serious “Reconsider Travel” advisory due to risk of crime, kidnapping, terrorism, and poor health infrastructure.

Eni restarted Venezuela oil lifting in April as payment-in-kind for gas

MILAN, May 4 (Reuters) - Eni (ENI.MI), opens new tab restarted lifting Venezuelan crude oil in April as payment-in-kind for gas produced in the country, the Italian energy group said on Monday, ‌adding the move would allow it to recover longstanding receivables from Caracas.
The payments stem from an agreement signed in March between Venezuelan oil company PDVSA and Cardon IV, an equally owned joint venture between Eni and Spain's Repsol (REP.MC), opens new tab that produces gas from the Perla field.
Under the deal, payments for gas sales are made in kind, with the first shipment of Venezuelan-origin crude lifted in April, Eni said in written answers to questions ahead of its annual shareholder meeting on May 6.
Eni said the resumption of oil cargo lifting comes as U.S. sanctions on Venezuela have been gradually ‌eased since January through a series of general licences issued by the U.S. Treasury's Office of Foreign Assets Control (OFAC).
The changed regulatory framework allows Eni to continue operating in Venezuela and, over the medium term, to assess a possible strengthening of its activities there, it said.
Eni was owed around $3.3 billion by PDVSA at the end of last year, including around $1 billion in accrued interest, it said in its annual report.
In its balance sheet, Eni reported a recoverable value for the receivables linked to its Venezuelan activities at 880 million euros at the end of 2025.

NNSA Removes Highly Enriched Uranium from Venezuela, Reducing Risk to South America and the U.S. Homeland

The safe removal of all enriched uranium from Venezuela sends another signal to the world of a restored and renewed Venezuela. Thanks to President Trump’s decisive leadership, the teams finished in months what would have normally taken years.

Urgent Operation Demonstrated Unique Nonproliferation Capabilities and Close Cooperation with International Partners

WASHINGTON — In a win for America, Venezuela, and the world, the U.S. Department of Energy’s National Nuclear Security Administration (DOE/NNSA), working with partners, completed the removal of all remaining enriched uranium from a legacy research reactor in Venezuela.

“The safe removal of all enriched uranium from Venezuela sends another signal to the world of a restored and renewed Venezuela,” said Brandon Williams, NNSA Administrator. “Thanks to President Trump’s decisive leadership, the dedicated teams on the ground completed in months what would have normally taken years.”

President Trump and Secretary of State Rubio’s three-phase plan for Venezuela fast-tracked the retirement of this nuclear risk, marking another historic milestone for DOE. Following DOE Secretary Wright’s visit to Venezuela in February, in a matter of weeks, NNSA’s Office of Defense Nuclear Nonproliferation (DNN) worked with Department of State personnel in Washington and Caracas alongside experts from the United Kingdom, the Venezuelan Ministry of Science and Technology, and the International Atomic Energy Agency (IAEA) to prepare for a site assessment to inform removal planning.

For decades, the RV-1 reactor supported physics and nuclear research. Once that work finished in 1991, its uranium, enriched above the crucial 20 percent threshold, became surplus material.

To secure this surplus material, the DNN team and technical experts from the Venezuelan Institute for Scientific Research safely removed 13.5 kilograms (about 30 pounds) of uranium from the RV-1 reactor less than six weeks after their initial site visit. Working in close cooperation with the IAEA throughout, the team securely packaged the uranium into a spent fuel cask.

The group then escorted the material 100 miles overland to a Venezuelan port. There, they transferred the cargo to a specialized carrier supplied by the U.K.’s Nuclear Transport Solutions. The vessel carried the material to the United States arriving on U.S. shores in early May. Upon arrival, U.S. teams unloaded the casks and transported them to the Savannah River Site (SRS) for processing and reuse.

Dr. Matt Napoli, DNN’s Deputy Administrator, traveled to Venezuela to oversee the operation.

“I couldn’t be prouder of the men and women who carried out this vital mission,” Dr. Napoli said. “NNSA’s long history in removing nuclear material and the team’s extensive know-how were key to this success. I would also like to extend my appreciation to our Venezuelan partners for finalizing this material removal and establishing the foundation for future cooperation.”

The people of DNN and its predecessor offices have decades of experience in removing nuclear material from around the globe and ensuring that it cannot be used to threaten the world with nuclear terrorism. Since 1996, they have removed or confirmed the disposition of over 7,350 kilograms (16,250 pounds) of highly enriched uranium and plutonium from dozens of countries.

The DOE Office of Environmental Management took custody of the material at SRS. There, technicians will process the material at the H-Canyon chemical separations facility to obtain high-assay low-enriched uranium for America’s nuclear renaissance.
“Thanks to President Trump’s decisive leadership, the dedicated teams on the ground completed in months what would have normally taken years.”
