The budget of the Ministry of Defense and the security bloc was recently still around 3%, but recently it has grown to 6.7%. This is not a critical figure yet, but due to well-known geopolitical circumstances, we are gradually approaching the situation in the mid-80s, when the share of expenses for the security bloc in the economy was at the level of 7.4%.

It is very important to integrate the economy of the power bloc into the country’s economy. Write it down to fit the current moment. Today, the winner on the battlefield is the one who is open to innovation, more open to the most rapid implementation. Therefore, it is natural that at the current stage the president has decided that the Ministry of Defense should be headed by a civilian.

And this is not just a civilian, but a person who very successfully headed the Ministry of Economic Development, who for a long time was the assistant to the president on economic issues. And in the previous cabinet of ministers he was First Deputy Prime Minister.

The Ministry of Defense must be absolutely open to innovation, to introduce all advanced ideas.

While Russia has done very well in some sectors since the start of the SMO, in several others it has lagged very badly. For instance, the scaling and commercialization of personnel-based EW systems leaves much to be desired. Most of the systems on the ground are cheap Chinese knockoffs and requisitioned ad hoc, a process that is extremely stale and ineffective, causing the mass deaths of Russian servicemen to enemy drones. Something in this pipeline is in grave need of streamlining, which includes the “localization” that Belousov himself emphasized in the video above.

this offensive has been marked by a specific emphasis on the fact that Russian forces are utilizing effective combined arms tactics, with several frontline reports making pains to note that artillery and drone utilization is good, communications are notably coordinated and running fluidly, etc. This is contrary to many other fronts like Kherson where complaints about coordination between those mentioned aspects abound. It seems whoever is running the ‘Northern Wind’, as some are calling it, is doing a very competent job thus far.

The first consequences of the breakthrough of Russian troops into the Kharkov region. Military chronicles report that the Ukrainian Armed Forces withdrew part of the units of the 42nd Mechanized Infantry Brigade from the front near Chasov Yar and hastily transferred Troops to Volchansk, fearing further expansion of the bridgehead and the introduction of larger Forces of the Russian Armed Forces.

The dilemma, for Ukrainian leaders, is that a feint can turn into an offensive with little notice—as long as the Russians can spare the forces from their operations in the east. “It is a shrewd approach, considering Ukraine's manpower constraints,” Finnish analyst Joni Askola wrote.
The Ukrainian military isn’t taking chances. Elements of several brigades, including the 59th Motorized Brigade and the 92nd Assault Brigade, are already in Vovchansk—or on the way. Notably, the 92nd Assault Brigade is bringing its best CV90 infantry fighting vehicles.
Ukrainian commander in chief Oleksandr Syrskyi insisted his troops would deploy and redeploy to match the Russians’ moves. “We are aware of the enemy's plans and can respond flexibly to all of his actions,” Syrskyi said.

Meanwhile, AFU sources themselves report that Russia only started off utilizing 7% of its regional forces, subsequently increasing it to 15%—which should give an idea of what’s yet to come:

Ukraine post: There is a lot of pressure on the boys. Deep is very difficult, Vovchansk is under control, but there are attempts to break through. The occupier is pulling more and more forces. If yesterday 7-8% of the total number of forces deployed in the operational area were involved, today it is up to 15%. A lot of enemy equipment was burned. But they will not stop until they are completely destroyed.

Situation on northeastern front:

- From Kharkov axis Russian Army advanced took full control over Lukyantsi and a series of plantations east of it. In addition, troops advanced south and west of Hlyboke & entered in the northern dachas of Lyptsi. On the other hand, situation was corrected in Zelene, which continue under the control of Ukrainian Army while Russians are at the northen outskirts of the village.



- From Chuhuiv axis Russian forces took control over Buhruvatka & Starytsia and the forest south of Ohirtseve. Moreover, troops continue advancing inside Vovchansk taking all the positions north of Aviatsiina & Kolokoltsova streets while other troops advanced on the eastern outskirts until Vovcha river.

Situation on northeastern front:

- From Kharkov axis Russian Army continue advancing in the northern dachas of Lyptsi.



- From Chuhuiv axis Russian forces continue advancing inside Vovchansk taking control over a series of positions of Aviatsiina & Kolokoltsova streets while other troops advanced along the Vovcha river and managed to enter in the first houses of the town from the east.

Situation west of Donetsk city: During the last five days Russian Army took control over most of the locality of Heorhiivka and the southeastern plantations. Ukrainian Army is still present in the houses at the end of Tsentralna and Kirova streets in the south; and at the western end of Peschana street in the north.



Situation northwest of Donetsk city: During the last three days Russian Army took control over most of the locality of Netailove. Combing operations are taking place in the houses located at the western edge.

Situation on northeastern front:

- From Kharkov axis Russian Army continue advancing in the northern dachas of Lyptsi & made significant advances from Luk'yantsi along the Lypets river and the Pylna-Lyptsi road reaching the outskirts of the latter locality.



- From Chuhuiv axis most of the town of Vovchansk above the Vovcha River has been taken by Russian troops (20-25% of the entire town). Only the area where the police station, high school No. 2 and the industrial plant ‘Volchansky agregatny zavod’ are located remains under Ukrainian Army control. On the other hand, clashes between Russian and Ukrainian forces continue at Starytsia.

Situation north and west of Avdivka: During the last 32 hours Ukrainian Army retook the trenches west of Soloviove. Meanwhile, Russian combing operations are taking place at Umanske following Ukrainian withdrawal.



Situation on Zaporizhia front: Russian Army took control over the eastern trenches of Robotyne. Moreover, the front was leveled in this area following the withdrawal of the Ukrainian Army northwards. Despite official declarations of the liberation of the locality it is still necessary to take the northern trenches, where Ukrainian troops still remain.

Situation on northeastern front:
From Chuhuiv axis Russian Army finally secured the town of Starytsia. In addition Russian forces took full control over Tykhe and advanced eastwards taking control over the hills that overlook the village of Zybyne, which was vacated by Ukrainian Army.



Situation on Luhansk front: Russian Army continue the advances towards Berestove and managed to enter in the first houses of the locality.



Situation on Seversk front: During the last ten days Russian Army managed to enter in the first "streets" of Bilohorivka from the east. The degree of destruction of the locality is very high.



Situation north and west of Avdivka: Russian Army restarted the advances east of Novookeksandrivka. Moreover, Russian forces took control over the trench system east of Yasnobrodivka and south of Umanske.



Situation on Zaporizhia front: Russian Army reactivated Huliaipole axis and advance north of Marfopil taking control over the northern dachas.

Situation southwest of Donetsk: Russian Army made some advances southwest of Novomykhailivka taking control over positions located 2,8 Km from the road towards Ugledar.



Situation west of Donetsk city: During the last seven days Russian army made minimal advances along Sovietska Street where the Ukrainian army continues to put up great resistance. Meanwhile, during the last hours Russian forces managed to take Nekrasova and Pushkina streets, reducing the Ukrainian presence on this axis at the Alexandrovskoye farm base and the Livestock farm. In addition, the troops managed to take the trench system northwest of the "hunting house" reaching the Kaminskyi garden.



Situation on northeastern front:
From Chuhuiv axis Russian Army finally made new advances inside Vovchansk in which troops advanced south of the Hospital reaching Haharina street. Then attacks with Ukrainian Army began at the fire satation located on the opposite shore of Vovcha river.

Situation east of Chasov Yar: During the last hours Russian Army managed to enter in many buildings at the eastern part of Kanal microdistrict. In addition, Russian forces took control over the trenches adjacent to the fisrt houses of Kalinina, where combats with Ukrainian Army began.

Situation on northeastern front:
From Chuhuiv axis Russian Army took full control over the part of Vovchansk north of Vovcha river. About 30% of the town is now under Russian control.



Situation south of Bakhmut: Since the beginning of May, Russian Army has stepped up its offensive operations in Klischiivka until this week when Russian troops began assaulting Ukrainian Army positions in the ruins of the village. The battles are tough and complicated, as the basements of the houses must be taken in order to consolidate control over the area. The latest visual evidence confirms that Russian forces have managed to recapture about 60% of Klischiivka. Fighting between the two sides continues near the trench system and the high ground, vital for the Russians if they are to hold the recaptured positions.



Situation north and west of Avdivka: During the last 48 hours Russian Army made significant advances east of Keramik until H-20 road forcing Ukrainian Army to withdraw towards Oleksandropil. In addition, Russian forces made small advances west of Berdychi. On the other hand clashes between Russian and Ukrainian troops continue at the eastern outskirts of Novookeksandrivka (the arrival of Ukrainian reinforcements has stabilised the front on this axis).

Situation on Zaporizhia front: During the last five days Russian Army secured new parts of Robotyne. The "urban" area of the locality is now under full Russian control.



Situation northwest of Donetsk city: During the last four days Russian Army took control over the last parts of Netailove. The battle for the locality is over.



Situation north of Donetsk: Russian Army restarted the advances west of Dibrova taking control over a series of positions of Ukrainian army at the forest area, very close to Kreminska Electrical Substation.
