Boko Haram crisis: Nigerian archbishop accuses West

12 January 2015 Last updated at 17:54 GMT

The Catholic Archbishop of Jos, in central Nigeria, has accused the West of ignoring the threat of the militant Islamist group, Boko Haram.

Potiskum in the north-east was among the towns hit by explosions

Ignatius Kaigama said the world had to show more determination to halt the group's advance in Nigeria.

He said the international community had to show the same spirit and resolve it had done after the attacks in France.

His warning came after 23 people were killed by three female suicide bombers, one reported to be 10 years old.

The weekend attacks come after reports that hundreds of people were killed last week during the capture by Boko Haram of the town of Baga in Borno state.

In the neighbouring country of Cameroon, the military said it had repelled an attack by Boko Haram insurgents on one of its northern bases.

A military source told the BBC that the insurgents had come in over the Nigerian border. In the exchange of gunfire, the army says one soldier and several insurgents were killed.

'Depraved'

Archbishop Kaigama told the BBC's Newsday programme that the slaughter in Baga had shown that the Nigerian military was unable to tackle Boko Haram.

"It is a monumental tragedy. It has saddened all of Nigeria. But... we seem to be helpless. Because if we could stop Boko Haram, we would have done it right away. But they continue to attack, and kill and capture territories... with such impunity," he said.

The BBC's Will Ross reports on the "relentless" violence in the north-east of Nigeria

The UN Secretary-General, Ban Ki-Moon, said he was appalled by reports of the killings in Baga and condemned what he called "the depraved acts of Boko Haram terrorists".
The Nigerian military has said it is trying to retake the town but has given few details about the operation.

On Saturday, it said it had successfully fought off Boko Haram fighters trying to capture another major north-eastern town, Damaturu.

Analysis

By Will Ross, BBC News, Lagos

The violence is relentless and increasingly shocking. If it is true that a 10-year-old girl carried the explosives which killed at least 19 people in Maiduguri on Saturday, it throws up a list of unanswerable questions. For example, was the girl aware of what she was doing? Was she drugged or brainwashed and did she trigger the bomb or was it done remotely?

Sometimes Nigeria's military has recorded successes. It managed to prevent the jihadists from taking over the Yobe state capital Damaturu on Friday night - the gun battle lasted for hours.

But the military faces a mountainous task trying to protect civilians from the bombers and gunmen who are spread over a large area of the north-east and although officials don't like to hear it, they have often been overpowered and failed to protect civilians.

The world is slowly waking up to express shock at the latest violence but beyond condemnation and limited help with training, it seems there is little or no appetite to become more deeply involved in this conflict.

'Sadness'

On Sunday, two female suicide attackers killed four people and injured more than 40 people in the town of Potiskum.

A day earlier, another young female suicide bomber, reported to be 10 years old, struck in the main city of north-east Nigeria, Maiduguri, killing at least 19 people.

Archbishop Kaigama said facing down Boko Haram required international support and unity of the type that had been shown after last week's militant attacks in France.

"We need that spirit to be spread around," he said. "Not just when it [an attack] happens in Europe, but when it happens in Nigeria, in Niger, in Cameroon.

"We [must] mobilise our international resources and face or confront the people who bring such sadness to many families."

Mixed population

In June, Britain said it would increase its military and educational aid to help Nigeria tackle Boko Haram.

The aid includes counter-insurgency training for troops, which is also being provided by the US military.

However, Nigeria has criticised the US for refusing to sell it weapons because of alleged human rights abuses committed by Nigerian troops.

The emergency services battled to cope with casualties after bombings at the weekend

Archbishop Kaigama said the world had to show greater collective resolve to tackle Boko Haram

Jos, where the cleric is based, has also been targeted by Islamist militants

Jos, where the archbishop is based, has a mixed population of Muslims and Christians and has faced attacks by Islamist militants, although it is some distance from Boko Haram's strongholds.

Last month more than 30 people were killed in twin bomb attacks on a market there.

Churches have also been targeted in what are believed to be attempts by the militants to foment religious tension.

A French-led initiative has called for Nigeria, Niger, Cameroon and Chad to contribute 700 troops each to a multinational force against Boko Haram, but no country has implemented the plan.

Niger has blamed Nigeria, saying it has not kept to commitments regarding its own troop levels.

Boko Haram at a glance

• Founded in 2002
• Initially focused on opposing Western education - Boko Haram means "Western education is forbidden" in the Hausa language
• Launched military operations in 2009 to create Islamic state
• Thousands killed, mostly in north-eastern Nigeria - also attacked police and UN headquarters in capital, Abuja
• Some three million people affected
• Declared terrorist group by US in 2013

Boko Haram just obliterated an entire town called Baga in Nigeria, and the world barely noticed. This is the same group of Islamic militants who kidnapped all those girls in the spring of 2014, causing everyone - including first lady Michelle Obama - to take pictures of themselves holding #bringbackourgirls signs. So where is FLOTUS' sign for these new attacks? Or anyone else's, who tweeted pictures of themselves with #bringbackourgirls signs? They are too busy holding up their new trendy hash tag signs, and that is a sorry state of affairs. The Resident discusses.

When Normal Is Deadly: How Boko Haram Made Us Ok With Slaughter

Joe Randazzo

NEW NORMAL

01.18.15

How we live in a world where a terror attack in Paris seems “unthinkable” yet a massacre in Nigeria seems somehow normal.

In the first few days after Boko Haram’s recent attack in the remote village of Baga, most of the news coverage I saw about it concerned the lack of news. Why, the media wondered, was the media not more interested? As many as 2,000 people had been slaughtered, a figure that, if true, would dwarf the number killed in Paris around the same time.

A big reason the Boko Haram killings haven’t gotten much press is that there isn’t much press there. Baga is extremely remote, with little or no cell service, and it is, by all accounts, a war zone. Nor is the Nigerian government cooperative, or forthcoming, about what’s going on: The military claims no more than 150 people were killed, including militants. President Goodluck Jonathan, who is in the midst of a reelection campaign, hasn’t even publicly commented on the attack.

But even if the western media had been more present, I’m not convinced the western audience would have been more interested. Because, at bottom, there’s a pervading sense here that what happened in Paris was decidedly not normal, while what happened in Nigeria decidedly was.

And normal, unfortunately, doesn’t make the news.

The average western consumer is operating with a broad set of assumptions that form the backdrop for their worldview. This backdrop, which is supposed to remain fixed, unchanged, includes beautiful images of a sophisticated, peaceful Paris, right alongside ugly images of a chaotic Nigeria. When it is disturbed, however—when what is normal is disrupted, especially violently—well, then, we have news.

It is not considered normal for a bunch of French cartoonists to be shot up in their own offices. Millions of us can relate much more easily to this sort of horror than yet another attack on yet another village in yet another African country. We can imagine it. We can fear it. We call these recognizable kinds of tragedy unthinkable, while what happened in Nigeria is not even worth thinking about.

But surely this is abnormal, even by Boko Haram standards: perhaps thousands dead, villages burned to the ground, little girls used as suicide bombers? The insidious thing about normal, though, is that it makes room for the abnormal. School shootings were once abnormal in the U.S. Now they’re almost banal. The same goes for atrocities of ever-escalating brazenness and horror in Islamic lands. The fact that it defies our comprehension is, simply, normal.

The result of this kind of thinking is something worse than apathy; it’s acceptance. Normal allowed us to accept slavery, homophobia, misogyny, racism in all its forms, illegal foreign invasions, unfettered corporate greed, environmental destruction. Normal is not equal and it is not fair. Normal is deadly.

This is why terrorism is so effective. It shatters our sense of normalcy in a very dramatic way, makes us recoil at the very idea of ever having to give it up—even if holding onto it comes at a terrible cost to others. What is happening in Nigeria, though, does not seem to be about making a political statement. Like ISIS, Boko Haram’s apparent goal is to establish a caliphate, and the murders and razing of towns are not just to designed to terrorize, but to seize territory for their own brutal sovereignty—territory that is spilling over into neighboring Chad.

But none of us, from the casual news observer to the president of the United States, seems willing to allow the reality of what Boko Haram is doing to disrupt our daily lives. If enough of us decided, however, that we’d rather live in a just world than a normal one, acceptance would turn to outrage, and the west would start putting pressure on the Nigerian government to do more.

And by the way, those 219 kidnapped Nigerian girls have still not been located. In fact, Boko Haram has abducted hundreds more children since the hashtag #BringBackOurGirls overtook social media last spring. But I suppose that’s normal now, too.

Fun fact:

Nigeria ambassador blasts US for refusing arms sales to fight Boko Haram

Published November 11, 2014

Associated Press

JOHANNESBURG – Nigeria's ambassador to the United States has berated Washington for refusing to sell "lethal weapons" to fight his country's Islamic uprising, saying the extremists otherwise would have been defeated long ago.

Adebowale Ibidapo Adefuye said the United States is letting down an old ally in its hour of need, and Nigeria's people and government feel abandoned.

"The U.S. government has up till today refused to grant Nigeria's request to purchase lethal equipment that would have brought down the terrorists within a short time," Adefuye told members of the Washington-based Council on Foreign Relations Monday night.

"We find it difficult to understand how and why, in spite of the U.S. presence in Nigeria with their sophisticated military technology, Boko Haram should be expanding and becoming more deadly."

Adefuye said that Washington has refused Nigeria's requests to buy heavy weaponry because of allegations the defense forces have violated the human rights of Boko Haram suspects. It was not possible to get an immediate response from U.S. officials but U.S. laws ban sales of lethal weapons to countries whose military are accused of gross human rights abuses.

Adefuye dismissed the allegations as rumors spread by political opponents as Nigeria prepares for presidential elections in February.

An Associated Press investigation found Nigerian troops responsible for the deaths of thousands of detainees since a state of emergency was imposed in May 2013 in three northeastern states.

In the latest such report, community leaders and family members told AP that soldiers raided poor homes in Potiskum, capital of Yobe state, on Nov. 5 and dragged away young men aged from 18 to 30. Soldiers later dumped 18 bullet-ridden bodies at the hospital mortuary, according to hospital records that identified victims including a tailor, a butcher, a student and a cattle trader.

The military has not responded to requests for comment on that incident.

The killings came two days after a suicide bomber killed 30 people in a procession of moderate Muslims.

On Monday, Potiskum was further terrorized when a suicide bomber killed 48 students at an all-boys high school.

The continued violence comes despite the Nigerian military's claim on Oct. 17 that Boko Haram had agreed to an immediate cease-fire. The militants have denied there is any truce and have responded with more and deadlier attacks. The extremists now control a swath of territory in northeastern Nigeria estimated to cover 7,700 square miles along the border with Cameroon. The Nigerian military -- badly paid, demoralized and riddled with corruption -- has not been able to stop the Islamic militants from seizing more towns and cities.

President Goodluck Jonathan Wednesday declared his government will defeat Boko Haram.

"We must defeat terror," he said before a crowd at an Abuja stadium, announcing that he will run for re-election in February. "We are equipping the armed forces and deploying special forces this time to engage the terrorists and end this senseless war."

He also promised, again, to "get our daughters free," referring to the more than 200 schoolgirls kidnapped in April whose plight has attracted international outrage.

Boko Haram is better equipped than the military, mainly with arms looted from barracks and abandoned by fleeing troops, say governors in the northeastern states, other politicians and soldiers who have deserted the front.

Nigeria has made at least two failed attempts to buy helicopter gunships and other weapons in South Africa. In September, South African customs officials seized $9.3 million in cash flown in on a private jet by two Nigerians and an Israeli. It was a "legitimate arms deal," said PRNigeria, a public relations firm that promotes the Nigerian government.

In October, South Africa froze $5.7 million wired to the account of a South African arms dealer by Nigeria, saying the dealer no longer had a license to export weapons. Nigeria's Senate Defense Committee is investigating.

Local press in Nigeria have quoted security officials saying the country recently took delivery of some attack helicopters from China, but those reports have not been verified.
