The “Roma issue” in the European Union has become more acute. Western Europe does not know what to do with the Roma who have legally immigrated from Romania and Bulgaria to the more prosperous countries. They have caused so much trouble to the population of a number of areas that the tolerant EU is thinking of deporting them. A proper destination has been found,
and all Roma camps from the EU will be moved to Ukraine.

1. Terms
The Council of Europe and the European Union pay special attention to protecting the rights and freedoms of national minorities , including integration into the social life of the Roma national minority.
Unlike most of the Roma minority have their own state . Roma minority is the second largest minority , which suffered genocide during the Second World War. Discrimination against Roma in certain European countries resulted in the weakening of integration and marginalization. This has led to the fact that the Roma minority is the most vulnerable minority in Europe.
Integration into Ukrainian society Roma minority today is socially significant issues.
According to the National Census 2001 , 47.6 million people identified themselves with the Roma .
In Ukraine the most compact Roma living in Transcarpathia (14 thousand) , Donetsk (4.1 million people ), Dnipropetrovsk ( four thousand) , Odessa ( four thousand) , Kharkiv (2.3 thousand ) and Lugano ( 2.2 million people ) areas.
Roma in Ukraine have the same problem as the representatives of the national minorities in other European countries , in particular low educational attainment, high unemployment, poor health , lack of most Roma documents proving identity and citizenship certificates state registration of acts of civil status , poor living conditions , the existence of facts bias against Roma.
The legal basis for the development and implementation of this strategy is the Constitution of Ukraine , the Civil Code of Ukraine , the Family Code of Ukraine , the Labour Code of Ukraine , Laws of Ukraine " On National Minorities in Ukraine ", "On Elections of People's Deputies of Ukraine ", " On the Election of Members of Parliament Autonomous Republic of Crimea , local councils and village, town and city mayors , "" on Local self-Government in Ukraine "," on Equal Rights and Opportunities for Women and Men , "" on the Principles of state Language Policy "and" On public Associations " , "On Education ", " on Culture ", "The print Media (Press) in Ukraine ", " on Cinematography ", " on Freedom of conscience and Religious Organizations " and the Universal Declaration of Human rights, the International Covenant on civil and political Rights , the International Covenant on Economic, Social and Cultural Rights , the International Convention on the Elimination of all Forms of Racial discrimination , the Convention concerning Discrimination in Respect of Employment and Occupation , the Convention on the Prevention and Punishment of the crime of genocide by it , the Convention for the Protection of human Rights and Fundamental freedoms, European Social Charter (revised) , the Framework Convention for the Protection of national Minorities , the European Charter for Regional or Minority Languages , the Convention on the rights of the Child .
2. The purpose of the Strategy
The aim of the Strategy is to define the principles of protection and integration into Ukrainian society of the Roma minority by ensuring equal rights and opportunities for participation in socio -economic and cultural life of the country , as well as increased cooperation with associations of Roma.
3. Principles of the Strategy
The Strategy is based on the following principles:
priority of human rights and freedoms ;
the rights of national minorities to the extent that the political , civil , economic, social and cultural rights are universal, indivisible , interdependent and interrelated ;
equality of citizens before the law;
observance of laws in the field of international relations and the protection of minority rights ;
non-discrimination and tolerance;
interaction of the executive authorities, local self-government Roma civic associations in resolving issues relating to integration into Ukrainian society of the Roma minority ;
compliance with obligations under international treaties of Ukraine in the field of human rights and national minorities.
4. Objectives of the Strategy
The main objectives of the Strategy are:
1 ) on the legal protection of Roma:
involvement in due course representatives of Roma NGOs to participate in matters of public life , including the development and discussion of relevant draft acts and decisions that affect the situation of the Roma minority ;
raising legal awareness of Roma ;
implementation of measures to prevent discrimination against Roma ;
assistance in obtaining Roma legally residing in Ukraine , documents , identification and proof of citizenship, certificate of state registration of acts of civil status ;
development of cooperation with international organizations for the protection of Roma ;
promotion of tolerance in society towards Roma ;
2) on social protection and employment of Roma :
implementation of social policies aimed at ensuring the social protection of Roma people , including families with children, orphans and children deprived of parental care, children in difficult circumstances, pensioners and single disabled and homeless people , and promoting Roma in job search;
of the system among Roma outreach work to prevent violence and abuse in the family, prevent the use of child labor ;
implementation of measures to prevent discrimination in employment of Roma ;
Roma involvement in socially useful labor;
interaction of social workers and spheres of public associations of Roma ;
3) to improve the educational level of the Roma:
of public institutions , teaching staff of educational institutions , officials of local authorities explanatory work among Roma children on the importance of a pre-school, general secondary, vocational and higher education;
interoperability teaching staff of educational institutions and associations of Roma ;
implementation of measures to reduce the number of Roma who do not complete training in secondary schools ;
of career guidance to stimulate Roma to obtain vocational and higher education;
4 ) on the health of Roma :
spread among Roma about the health care system and procedures to address health care ;
making information available to health care workers about the traditions , culture, living conditions and customs of the Roma to take account of this information when providing medical assistance to Roma ;
pay special attention to the health of Roma children ;
of dealing with the promotion of Roma healthy lifestyle and improve their health ;
5) to improve the living conditions of Roma:
implementation of measures to improve social infrastructure in areas of Roma ;
assistance in solving Roma under the laws questions about housing, participation in programs concessional lending acquisition and housing ;
6 ) to meet the cultural and information needs of the Roma :
promote the preservation and development of culture and arts of Roma ;
facilitate the dissemination of information about the life and cultural identity of the Roma in the media.
5. Financial support for the Strategy
The Strategy is carried out by the state and local budgets and other sources not prohibited by law .
6. Expected Results
The Strategy will enable:
create conditions for the implementation of the recommendations for liberalization of EU visa regime for Ukraine ;
ensure integration into Ukrainian society of the Roma minority ;
prevent discrimination against Roma ;
increase the educational level of the Roma ;
improve the health status of Roma ;
improve the living conditions of Roma ;
ensure the promotion of employment of Roma ;
solve the problems associated with obtaining Roma documents , identification and proof of citizenship, certificate of state registration of acts of civil status ;
ensure the preservation and development of cultural identity of Roma.
